David P. Quinn
David P. Quinn, our Managing Director for Process Services, leads the Commercial Market. He is responsible for ensuring our process services are defined and executed properly. He also serves as one of our program managers as well as a Senior Systems Engineer.
Dave has over 25 years software and systems development, maintenance, and management experience. He started as a programmer and worked his way through project management, acquisition support, first-line supervisor, mid-level management, and director-level positions. He specializes in turning around troubled organizations and leading groups to achieve their goals on schedule with quality results.
Dave has over 15 years experience as a process improvement consultant, helping large financial firms, defense contractors, telecommunications companies, aerospace contractors, and healthcare providers. He is certified by the Software Engineering Institute as a SCAMPISM Lead Appraiser and Instructor for CMMI® for Development (CMMI-DEV) and CMMI for Services (CMMI-SVC).
Dave has a BS in Computer Science from Towson State University and a MS in Management from the University of Maryland University College. He has several published articles on process improvement and is a highly rated presenter at conferences. He lives in Hanover, PA with his wife and two nearly-grown sons.
